Turkish Lift Sector 2017

Lift Industry Report 2017 was issued: Lift Sector Report 2017 was issued by Republic of Turkey, Ministry of Science, Industry and Technology, Directorate General for Industry. Stating that Turkish Lift Sector entered

into a process of great change and reached significant market shares with developing Technologies it was reported that our foreign trade deficit was $157 million in spite of tens of developments experienced.

 

The point reached by the industry and its development in the course of time was stated in the executive summary of Report. Stating that Turkish Lift Sector entered into a process of great change and reached significant market shares with developing Technologies it was mentioned “Turkish Lift Sector has gained momentum after 1950s and turned to a sector where domestic production has increased gradually in the fields of installation and manufacture of components by getting away from the structure of sector where the needs are fulfilled completely by importation. It has continued to grow and develop in return for the increased demand especially after 1990s.

 

Whereas turnover of Turkish Lift Sector is generally low, function of elevator constitutes an important activity field in terms of national industry, economy and employment since it is preferred by a large mass as most common vertical transportation vehicle.

 

Turkish Lift Sector entered into a process of great change and reached significant market shares with developing Technologies.

 

Turkish Lift Sector should be considered together with urbanization directly and construction sector developing accordingly. Considering urbanization process in Turkey will continue, continuance of the growth in the Lift Sector seems inevitable in parallel with the activities of construction sector. Furthermore ongoing Turkish investments in the Middle East, Balkans and recently African Countries have affected the Lift Sector positively.    

 

Market shrinkage was experienced in the Lift Sector due to the political problems with Russia around Middle East and especially for recent times and it becomes possible to return to the existing market following the resolution of the political problems with Russia.

 

But market shrinkage has occurred in the lift industry due to the political problems experienced in Middle East and Russia, it becomes possible to existing market upon the settlement of the problems with Russia.

 

Upon the transfer of production sites of multinational firms dominating global market to Asian countries with cheaper labor force, competitive power of national firms are seen to have been weakened. It is considered an important risk in terms of both user and the development of national Lift Sector.

 

But even though multinational firms with an experience and history over one hundred years are available and lift industry is too young, Turkey’s position makes the development of success and business volume attained by it to same extent. 

 

Most important reason of this development is the fact that manufacturers of lift components have ensured the productivity in production. Innovativeness and R&D activities are of great importance in the perspective of the industry.” 

 

-Harmonization of Turkish national regulation with EU regulations paved the way for the sector

It was emphasized under the title “Status of the Sector in Global Economy and EU Countries” that harmonization of Turkish national regulation with EU regulations enhanced the export opportunity of the sector positively with the principle of free movement of goods and said “The said enhancement is not limited with EU member countries and introduced the credibility and accordingly demand for Turkish goods around the world. Lift Directive 2014/33/EU accepted by European Commission and published in the Official Journal of European Union was harmonized identically and brought into our legislation as Lift Regulation(2014/33/AB).

 

Lift Regulation (2014/33/AB), which sets basic health and security requirements which should be fulfilled by lifts and security components for lifts and relevant supplying conditions for them were issued in the Official Gazette issued on 29/6/2016 under no. 29757.

 

Furthermore upon the inclusion of EU technical legislation in Turkish legislation and admission of international standards as “Turkish Standards” EN 81 Family of standards as harmonized were accepted as Turkish standard. TS EN 81 - 20 and TS EN 81 - 50 standards which were accepted by EU Standard Preparation Committee (CEN) and harmonized and issued by Turkish Standards Institution will be implemented mandatorily as from 01/9/2017 with (3)three-year transition period . As from the said date TS EN 81-1 +A3 and TS EN 81-2 +A3 standards will be abolished completely. Adaptation of sector within the transition period related to regulations and standards is of great importance for both competitive power and access to new markets.

 

-Application of Green Label has increased with each passing year

Periodical control of total 101.254 elevators were performed in 2012 and 75.190 (74%), 12.062(12%) and 14.002(14%) were tagged respectively with red label, yellow label and green label. Periodical control of total 152.278 elevators were carried out in 2013 and 96.542 (64%), 11.407 (7%) and 44.329 (29%) were tagged respectively with red label, yellow label and green label.

 

Periodical control of total 167.325 elevators were carried out in 2014 and 117.993 (58%), 9.893 (6%) and 64.689 (39%) were tagged respectively with red label, yellow label and green label. Periodical control of total 203.231 elevators were carried out in 2015 and 117.993 (58%), 7.856 (4%) &8.289 (4%) 70.043 (34%) elevators were tagged respectively with red label, yellow label and green label. Periodical control of total 301.533 elevators were carried out in 2016 and 189.539 (63%), 8.813 (3%), 36.458 (12%) and 66.723 (22%) elevators were tagged respectively with red label, yellow label, blue label and green label.

 

Considering the results of the periodical controls performed in 2012, 2013, 2014, 2015 and 2016, both the number of the controlled elevators and the number of the elevators tagged with green label are seen to have increased considerably. Minimum criteria for the operation, maintenance and periodical controls of the elevators are determined by the regulation on Operation, Maintenance and Periodical Control for elevators as published in the official gazette issued on 24/06/2015 under no. 29396. Furthermore procedures and principles regarding authorization, duties and responsibilities and audit of A-type inspection bodies to be involved in the annual controls of elevators are determined by the communiqué on A-Type Inspection Bodies to be authorized to perform the periodical controls of elevators (SGM: 2015/24) as published in the official gazette issued on 15/7/2015 under no. 29417 (second repetition). However procedures and principles on the certification of the inspectors or prospective inspectors  to be charged in A-type inspection bodies authorized by the Ministry to perform the periodical controls of elevators are determined by the communiqué on the certification of the inspection personnel to perform the periodical controls of elevators (SGM: 2016/18) and relevant professional chambers (Union of Chambers of Turkish Engineers and Architects, Chamber of Mechanical Engineers and Chambers of Electrical Engineering) are authorized for certification within this scope. Furthermore Turkish Standards Institutions (TSE) is accredited within the scope of TS EN ISO IEC 17024 standard and started to perform certification activities.

 

- There is an increase in foreign operations

Turkish Firms are seen to perform studies in the fields like installation, complete (package) elevator sales abroad in recent years.  Furthermore there is a significant increase in the number of the firms involved in lift installation in Turkic Republics, Central Asia and EU Countries. Especially upon the development of foreign trade with African Countries Turkish lift firms increased their investments in these countries.   Countries importing lift components from Turkey are commonly EU countries, Middle East Countries and Turkic Republics. Furthermore the fact that lift components are exported to from the Far East to South America shows the existence of considerable competitive power. But importation of components is observed to concentrate on the products made in Far East.  Especially increase in the use of the products made in Far East in our country has increased its negative effect on our products manufactured within the frame of European Norms. Thus the fact that our firms having success in exportation with its brand value make an individual application to the Ministry of Economy, General Directorate of Importation for the imposition of an anti-dumping duty on the products is of great importance for the future of the sector.

 

Furthermore partnerships entered into with multinational firms increased the number of investments in our country for the matter concerned. Today a vast majority of the firms taking place in Turkish Lift Sector has become capable of exporting their products to many regions around the world. Because of both the need for housing in the country and potential to arise out accordingly and advantages gained by our country thanks to its geographical position, forthcoming period makes Turkish Lift Sector very important. 

 

Saying “increasing need for housing and housing construction conducted accordingly accelerated the manufacture of elevator” under the heading “General Situation of the Sector in Turkey” it was stated in the report that significant developments in sector have been experienced in the recent years upon the implementation of urban transformation projects. It was stated in this part “lift sector in our country perform its activities in three main fields: manufacture of components, installation of the elevator (erection) and maintenance & repair. However certification activities initiated in our country within the frame of the adaptation to EU legislation and all activities conducted for the periodical controls of elevators make significant contributions to the development of sector. The number of well-trained and qualified persons in this field has increased with each passing day. Component manufacture is considered a specialization area of machine manufacturing. Installation works cover engineering and contracting services and elevator is installed by using the components manufactured in various factories.   Turkish firms are seen to be involved in the fields like installation and sales of packaged lift in recent years.”

 

- Dependence on foreign sources is observed in hydraulic elevators

While determining the components manufactured in Turkey under the heading “Production trends in the sector and primary products manufactured” dependency on foreign sources was observed in installing a hydraulic elevator. It was mentioned in this section “significant security components manufactured in domestic market are speed regulator, security mechanism (breaking block), hydraulic and spring buffers, door locking mechanisms. But supply of the pipe-rupture valve depends on foreign sources. All of the main components like cabin, machine-engine group, full and semi automatic cabin and floor doors, rope, controller card, control panel, guardrail,  indication devices, evacuation system, floor and cabin operation panels, heavy load system, cabin and counter-weight suspensions, hydraulic cylinder, gearless machine, photocell, speed regulators, control systems, rollers, sensors, rail consoles, compensation chains, switches,  VVVF inverters, rope apparatus, pulley, systems (machine roomless systems) are manufactured by Turkish lift sector as domestic products.           

 

Whereas considering the manufacture of components in Turkish lift sector, dependence on foreign sources in installing an electric elevator is not in question, dependence of foreign sources is observed in installing a hydraulic elevator. Considering the manufacture of a hydraulic elevator, hydraulic power units are observed to take place as an important production factor. In general 90% of the hydraulic power units come to our country as packaged.    

 

In general Turkish Lift Sector manufactures lift security components and other components to be used in the installment of elevator and render service in the fields like maintenance, repair and service for elevators. There is an intensive interaction with “Notified Bodies” and “A-type Accredited Inspection Institutions”

 

Periodical controls of elevators are performed by A-type inspection bodies which are authorized by Our Ministry pursuant to the Regulation on Operation, Maintenance and Periodical Control for Elevators and then conclude a protocol with relevant authorities. Procedures and principles on the authorization of A-type inspection bodies by our ministry are set by the communiqué on A-type Inspection Bodies to be authorized for the periodical controls of elevators (SGM: 2015/24) which is published in the official gazette issued on 15.07.2015 under no.29417 (second repetition) and entered into force on 15/9/2015 and 29 different A-type inspection bodies were authorized by our ministry and released to the public.

 

Turkish lift sector is in continuous interaction with directly urbanization and construction sector developing accordingly. Considering urbanization process in Turkey goes on rapidly, it goes without saying that the growth in Turkish Lift Sector will go on in the forthcoming period.   

 

-Number of the firms which are included in industry register and install and manufacture elevator components is 2285

Number of the firms which are included in industry register and install and manufacture elevator components is 2285 in accordance with Industry Register Law no. 6948.  Furthermore the number of the firms involved in the installment of elevator and lift components which issue annual operation statement is 1.533. It follows from the data of annual operation statements transmitted by lift installation firms to our ministry within the scope of industry register applications that the number of the individuals employed in the sector is 20.196 together with administrative personnel. Number of the firms which acquire service adequacy certificate for lifts, issued by Turkish Standards Institutions is 2.100.

 

Lift sector has a structure which provides local employment opportunity to a large extent. All activities performed by lift sector may be considered as a significant study field which provides regional trade circle against employment which is the most important problem of today.  Lifts are the products which are installed generally by the ones living in the territory or region where it will be used and of which periodical maintenance and periodical controls must be done unlike the industrial products like refrigerator, television and automobile. Furthermore multi-storey buildings is an important solution for the problem of housing problem and to come to solution in this way is up to the success of lifts and sector. Lift sector may be considered a strategic sector due to the said reasons. Other than production activities, maintenance and repair works in the sector provide a great employment opportunity. As a result of the periodical maintenance and annual controls which is necessary for the safe operation of lifts and stated in the relevant legislation as a statutory obligation, a great number of individuals get an employment opportunity.

 

-Foreign trade volume was totally $421 million in 2016

When examining export and import figures for 2016, foreign trade volume for 2016 was $421 million.  Considering the activity field of Turkish lift sector, its turnover is about $500 million throughout installment, certification services, periodical control services, manufacture of components and maintenance services.  

 

Following full harmonization with Acquis communautaire of EU, important market area appeared in Europe and foreign trade volume in this field has continued to be on the rise in the recent years.  Production of lift components and parts has been the most powerful field and had foreign trade surplus for years. Although this field has a serious position in balancing lift export and import, it follows from foreign trade figures in 2016 that position in question was lost. Foreign trade deficit of $25 million just in this field is the most important indicator for this situation.

 

Point to consider herein is the fact that foreign trade deficit is high even though our country has sufficient capacity. “Input Acquisition Strategy” introduced by the Ministry of Economy is of great importance in decreasing the effect of foreign trade deficit on the sector.

 

-Lift sector will reach a significant trading size together with construction sector

In the report construction projects carried out in Turkey within the scope of Sector’s 2014-2023 projection and accordingly development of lift sector were assessed and it was stated “Considering Housing Development Administration of Turkey concentrated on Urban Regeneration and Shanty house Transformation Projects, social house-dwelling intended for low income groups and have-nots, urban transformation projects  in the large cities like Istanbul, Ankara, Izmir, Adana and Diyarbakir and exemplary dwelling units in medium-scaled provinces and districts and construction sector make a breakthrough in this point, Turkish lift sector is foreseen to  make a breakthrough in the elevators which should be installed as the systems integrated into the buildings. Projects to be conducted by TOKI in the forthcoming period for Turkish lift sector and development of the technological structure of sector are introduced to provide very important opportunities in fact. 

 

Thus relevant process should be managed in both public and industry-specific areas. Development of new designs by Turkish lift sector in the manufacture of both lift and component by prioritizing the principles of quality and security in parallel with branding make positive contributions to the enlargement of market share of the sector in both domestic and foreign markets. 

 

- It is inevitable to form a cooperation-coalition by gathering the elements in Turkish Lift Sector

But considering the existence of 2.285 lift installation and component firms included in industry registration system and the a sector structure which is divided and goes into pieces, it shouldn’t be ignored that it will be so difficult to turn this situation to an advantage.  It is inevitable to form a coalition by gathering the elements in Turkish Lift Sector. It is very important for lift installers and component manufacturers to come together and benefit from cooperation-coalition Project of KOSGEB (Small and Medium Enterprises Development Organization) intended for common supply, common design, common marketing, common laboratory, common manufacture, common service etc. as well as common production to be prepared by them in the areas of medium-high and high-tech areas with the sense of cooperation-coalition

 

Sector representatives who have come together with this opportunity and conducted common production works prepared in the areas of medium-high and high-tech areas as well as common supply, common design, common marketing, common laboratory, common manufacture, common service etc. are seen to fulfill an important mission in the name of sector and continue to do same. Members of Turkish lift sector should take this structure as an example or try to fall within this structure. In brief it is necessary to regard such coalition as the only one solution for sector with all sincerity and to act so.”

 

An assessment of sector for last six months takes place in Lift Sector Report 2017 and developments in Lift Sector at home and abroad are summarized as follows; “a number of developments are observed in the Lift Sector as in many sectors in our country. With the contributions of international exhibitions organized in Istanbul and Izmir, Turkish firms and their new designs bring positive reflections on our foreign trade.  As a result of the initiatives of our country in Arabian Peninsula, Turkish lift sector is foreseen to take a significant share in the said developments within the scope of reconstruction of those countries. Serious developments are foreseen in domestic Lift Sector in parallel with construction sector with Urban Transformation Law.

 

About 500.371 elevators were installed and commissioned in Turkey and a great part of the elevators called as new and old today have been still used. Considering the installation of a new elevator within the scope of the activities of Lift Sector, the number of new lift installations which increased up to 2008 has tended to decrease in 2009 with the effect of global crisis and increased again since 2013.

 

As a result of the implementation of urban transformation and the study related to “Increasing the Security Level of Existing Lifts” as applied mandatorily in 2015, significant developments will be experienced in the production of components. What matters in this point is to manage correctly a self-contained sector program without depending on foreign sources and importing throughout the Project of “Increasing the Security Level of Existing Lifts”. This situation charges Turkish lift sector with a responsibility and considering its current capacity and experience, it is considered inevitable to come to success.

 

-Our foreign deficit is $157 million

Considering import and export data in 2016, lift sector is seen to introduce an import value of $289million against the export value of about $132 million and foreign trade volume of the lift sector was $421 million. It follows from the assessment with these figures that sector has a foreign trade deficit of about $157 million. Analyzing such values in general even though we have domestic production capacity in and supply lift components and parts, lift installation firms prefer to import. Even though component and part export has a significant share in 2016, because of the high difference between import and export, foreign trade of component and part is seen clearly to show good performance in lift sector as compared with previous years.”
