  • Turkish Republic Science, Industry and Technology Minister Fikri Işık We explained a new "Elevator Action Plan in Turkey" (17 Ağustos 2015)

    "In order to get a greater share of global markets, to raise our people's standard of living, and to come out on top of contemporary civilization level, we are carrying out many studies" he said. Saying that they have already launched several studies to support Turkish brands and industrialists, Mr. Işık spoke as "We want our elevator companies to give weight to domestic production. Especially they should take the best of this opportunity in relation with infrastructure investments."

     Mr. Fikri Işık, by evaluating the 2014 of the Turkish industry, can you share with us your work you intend to put forward for 2015?

     In line with Turkey’s goals of being among the world's 10 largest economies in 2023, increasing the GNP to 2 trillion dollars, the GNP per capita to 25 thousand dollars, increasing the foreign trade volume to $ 1 trillion and exports to $ 500 billion, our aim as Ministry is "To boost competitiveness and productivity of the Turkish industry so that it can obtain a larger share in world exports, predominantly produces products based on high value-added and high technology and to accelerate the transformation into an industrial scheme which has solved the problem of employment, has got qualifi ed labour force, has improved the quality of products and services and is sensitive to social and environment at the same time.”

     In this context, horizontal policies are being implemented to raise the quality of labour force which affects the competitiveness of all companies and bringing to the foreground the need for coordination among different institutions, to facilitate access to fi nance, to improve the innovation capacity, to reduce input costs and increase environmental awareness. For the years between 2015 and 2018 containing all these policies, the new "Turkish Industrial Strategy Document" and "Action Plan" will be published.

     In 2015, all of Turkey's industrial enterprises will be brought together through a portal on a sectoral basis. As a result, both industrialists on an international basis as well as on a national basis will see each other through this system and collaboration, information sharing and regional competition will be created again on the same system.

     In the Tenth Development Plan, one of the most important tasks assigned to our Ministry is to improve the testing and inspection infrastructure of our country, and to gain the unachievable testing and inspection services. In this context, meetings have been held with public and private sector stakeholders, unachievable services have been identifi ed and the investment plans have been created for them. Also for effective evaluation of Turkey’s installed capacity in this area and for our industrialists to reach the conformity assessment bodies, which offer services required by our industrialists, "Turkey Inspection and Testing Database" reached its fi nal stage.

    With these studies, we have now come to the end of the notifi ed body appointed by the Ministry and elevator control database work on the annual results.

    For our transformation to a higher level of social welfare, we need to produce information and convert knowledge into high value-added fi nal products. To this end, the Ministry’s scientifi c supports for KOSGEB, TUBITAK and similar as well as supports of other ministries for development will continue in 2015 as well.

    Turkish Republic Prime Minister Ahmet Davutoglu explained in the Tenth Development Plan; 'We are going through a process of dynamic change of the production technology. Industrial strategy will be revised at regular intervals and sub-sectoral strategic planning will be made on a more detailed sectoral basis. We will create new investment and support programs for medium and hightech products.’ Going off from this, can we say that the Turkish industry will undergo a major change? Can you give us information about these changes and new strategies?

     In 2011, the end of the implementation period of the Turkish Industrial Strategy Document 2011- 2014 (Towards EU Membership) shared with public opinion was approached. Coordination and specialization of institutions along with high level of ownership in institutions and organizations is of paramount importance for successful realization of the strategy. The implementation, monitoring and evaluation process of the Industrial Strategy is being carried out in cooperation with governmental and non-governmental organizations under the coordination of our ministry coordination.

     There are eight horizontal industrial policy areas in the Turkish Industrial Strategy Document. These horizontal areas are Investment and Improvement of Business Environment, International Trade and Investment, Skills and Human Resources, Access to Finance for SMEs, Technological Development of Companies, Infrastructure Sectors, Environmental and Industrial Policy and Regional Development. In this context; application, monitoring and coordination mechanisms were established within 2011. The Initiatives, Monitoring and Evaluation Committee involved in this mechanism and the Monitoring and Steering Committee met regularly under coordination of the Ministry and followed the 72 actions in the document meticulously with governance and participatory model. In this context, 85 per cent of the Turkish Industrial Strategy Document became successful in terms of its actions in years 2011 and 2012; 82 percent in 2013 and 90 percent in 2014. As a result, the Turkish Industrial Strategy Document 2011-2014 period were obtained 85 per cent success in action. The Turkish Industrial Strategy Document gained 85 per cent success in actions on average during the 2011-2014 period.

     The renovation work on the Turkish Industrial Strategy Document, which will cover the years 2015 to 2018, began during the second half of 2013. The new industrial strategy document is designed in a way to encourage domestic, innovative and green production. The Turkish Industrial Strategy 2015-2018 Paper will contribute to direct and support the structural transformation in order to increase competitiveness of the sector in line with the vision, general purpose and strategic goals. It includes a policy framework established in the framework of the strengths and weaknesses of Turkish industry as well as its opportunities and threats it faces consistent with the industrial policy approaches in the EU.

     We will pay special attention to medium, high and high technology fi elds. We will continue to support the projects focused on R & D and innovation in these areas. Promotion, marketing and investments of technological products that are the outputs of the project will continue to be supported by a signifi cant amount of grant support. Besides supporting development and commercialization of new ideas and products in technology development zones, we will go through restructuring to accelerate commercialization, transfer and dissemination of technology through the technology transfer offi ces set up. We will carry out results-oriented operation of the science, technology, R & D and innovation ecosystem whose installation we have largely completed over the past decade. We will immediately meet needs and shortcomings of any kind of the ecosystem in the context of institutional structures, supports and relations between them.

     In order to prepare our newly established technology-based companies for global competitiveness, we will provide their transformation into powerful businesses by supporting through public procurement. We will generalize the practices which facilitate their access to public auctions and bring price advantages. We will strengthen supporting of the businesses operating between sectors or within the clusters by means of pre-competitive cooperation projects. When our business come together to move forward the innovative and existing technologies, we will provide them the full benefi t of the R & D centre support. For businesses in Organized Industrial Zones also to carry out R & D and innovation activities, we facilitate organization of technology development zones within the Organized Industrial Zones. We bring this to make it easy for especially small and medium size businesses to benefi t more from universities’ potential of producing information and developing technology, to develop technology and innovation.

     Beside these, we attach great importance to nanotechnology, biotechnology and software issues fast growing and fi nding application almost in all sectors. These technologies not only increase the total value added in the sector but also contribute signifi cantly to developing eco-effi cient and high value-added products. The Ministry has prepared a strategy paper and action plans in this area.

     In addition to these; to increase, institutionalize and make sustainable the cooperation between universities as sources of information and industry as funding source, we have prepared a strategy document, an action plan. Also we have established a working group of academics to operate throughout the country. The working group is committed to bringing together all stakeholders in the local area.

    All of these studies are scheduled to catch our goals we have set for the centenary year of our Republic, to get a greater share of the global market, to raise the living standards of our people and to go on top of contemporary civilization. I believe we will give the largest contribution as Ministry in this way.

     As compared to the previous years, 2014 is behind as a time period in which upper level of the political tensions took place in our neighbouring countries. We are faced with a changing economic structure in the Middle East. What do you feel about this?

     As a country, our goal is growing through export not only through consumption. Nearly 94 percent of our merchandise exports is comprised of industrial products. This is an important indicator in terms of the point where our industry is. Starting from here, Turkey aims to be the R & D and manufacturing base in Eurasia and Africa. The way to get higher rankings in the world economy in the new era is also passing through R & D and innovation.

     Today, in addition to production, to ensure the adherence of products in the market is indispensable for competitiveness. This is possible by design and branding. Departing from this fact, Turkey mobilizes resources to pave the way for branding and supports design more and more every day. Another trend emerging in the world is productivity, especially eco-effi ciency. In effi ciency, eco-effi ciency and sustainability approaches stand out which address economy and ecology together. The effi cient use of resources is made into a structure that provides a competitive advantage today and for future generations.

    On the other hand, advanced production techniques bears to new heights the effi ciency of production as a result of advances is big data, cloud computing, the internet of objects, robots and advances in automation technology. Developed countries achieve more than 60 per cent of the growth from increases in effi ciency rather than capital increases.

    What can you say regarding the elevator industry? How do you see the Turkish elevator manufacturers, what evaluations do you have on this issue?

     Harmonization of the national legislation with the European Union's technical legislation with the Customs Union has brought to the forefront basic life and property safety of users. Turkish elevator sector should increase its humancentred design and installation activities.

     Given the activities of the market and the elevator companies, the Ministry has explained the "Elevator Action Plan" on the basis of both development of the sector and protection of human and living creatures.

     These are;

     1. To increase effectiveness of annual controls and to ensure the receipt of measures by organizations which give construction permits where necessary as a result of annual controls of elevators, legal regulations will be applied on the Municipalities Law No. 5393 and the Law on Special Provincial Administration No. 5302.

     2. For the activities and processes to be conducted as a result of the annual controls, responsibility will be given to janitors and in the absence of those, to fl at owners by means of the legal arrangement to be made to the Law No. 634 on Property Ownership.

    3. Including the annual control operations carried out on elevators by Type A inspection bodies, the database will be created in order to ensure traceability of all kinds of data collected in our Ministry.

    4. All elevators used in our country will be given identity data by integrating with the Population Registration System.

    5. Legal arrangements will be made on the Communiqué on the Principles and Procedures to be followed by Type A Inspection Bodies to be appointed in the task of Elevator Annual Control Activities. As a result of this, such bodies will be appointed and their activities will be inspected periodically by the Ministry.

     6. Necessary arrangements will be carried out by the Ministry for local authorities to sign protocols with Type A Inspection Bodies and annual control of all elevators can be performed.

    7. By means of the collective work to be held with Type A Inspection Bodies, red label criteria containing the element of insecurity will be re-defi ned and elevators which have taken the red label will be immediately shut down by the local authorities.

     8. The ceiling and fl oor prices to be charged for the annual control activities carried out by Type A Inspection Bodies will be determined by the Ministry.

     9. In order to eliminate the nonconformities requiring red label identifi ed in elevators; a period will be given not exceeding 30 days for corrective action and grievance of users caused by downtime will be resolved.

     10. Within the scope of the fi ght against unauthorized installation and maintenance companies, the monitoring mechanisms will be made more effective by the Ministry.

    11. Before placing of elevators on the market of, the relevant Local Authority will do or have done the fi rst control at the registration stage.

     12. In addition, the amendment to be made on the Elevator Maintenance Operation Regulations, great contribution will be made to the sector with renewal of around 300 thousand elevators which are old, outdated and have security issues that could cause an accident.
